duties of this position at the full working level. If this vacancy
includes more than one grade and you are selected at a lower grade

Serves as the authority and senior spokesperson to all managerial
levels on complex and novel issuesrequiring knowledge of new or
proposed legislation and comprehensive knowledge of tax
administrationprocesses in order to disseminate internal and
external impact on the Business Unit and its stakeholders.*
Prepares agency directives, IRM issuances, memoranda, service wide
policy statements, and other writtenguidelines and recommendations
which interpret the Service's position on issues related the
Business Unit'sfunctions.* Is responsible for developing,
establishing, and maintaining adequate processes for review of work
productsand projects to assure technical and administrative
completeness and accuracy. Conducts the final reviewand approves or
signs for the Director, those projects that must be referred to the
Director's office because ofthe significance of the problems or
procedural requirements.* Represents the Director in contacts with
the Department of Treasury and IRS officials, representatives
ofother agencies and non-government organizations, and various
committees and task groups as needed.* When delegated authority,
commits programs and functions under the Director's purview to a
particularcourse of action. In all such assignments, the views and
position of the Director are effectively presentedwith results that
are generally acceptable, thus minimizing the need for others to
consult with the Director inregards to such

yearsQualificationsFederal experience is not required. The

per week, on your resume.You must meet the following requirements
by the closing date of this announcement:SPECIALIZED EXPERIENCE:
GS-15 LEVEL: You must have 1 year of specialized experience at a
level of difficulty and responsibility equivalent to the GS-14
grade level in the Federal service. Specialized experience for this
position includes: Serving as the Expert Analyst (e.g., Working
with and/or rewriting provisions of Examination Internal Revenue
Manual sections) to determine and evaluate issues and make
recommendation for resolution. Experience interpreting and applying
Income Tax Law to make determinations of tax deficiencies.
Experience with creating and maintaining performance plans to
ensure compliance of the rules. Accomplishing major analytical
studies concerning tax laws and/or projects relating to
mission-oriented programs dealing with strategic objectives.
Preparing reports and making recommendations to all levels of
management and Executives to inform decision making.ANDMEET TIME IN
GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements
to be considered eligible. To meet TIG for positions above the
GS-05 grade level, you must have served at least one year (52
weeks) at the next lower grade (or equivalent) in the normal line
of progression for the position you are applying to. Advancement to
positions up to GS-05 is permitted if the position to be filled is
no more than two grades above the lowest grade held within the
preceding 52 weeks.ANDTIME AFTER COMPETITIVE APPOINTMENT: By the
closing date (or if this is an open continuous announcement, by the
cut-off date) specified in this job announcement, current civilian
employees must have completed at least 90 days of federal civilian
service since their latest non-temporary appointment from a
