Classification Description Summary
Under general direction, performs professional level relational
database administration including coordination of all physical
changes to computer databases; maintains data dictionary, sets
database security levels, and ensures database is functioning at
optimal levels; enforces all database updates, changes and/or
modifications; and develops and writes detailed data dissemination
policies and standards to ensure databases remain consistent across
departments.
Essential Functions
The following duties are typical for this classification.
Incumbents may not perform all of the listed duties and/or may be
required to perform additional or different duties from those set
forth below to address business needs and changing business
practices.
Design logical and physical databases; review description of
changes to database design to understand how changes to be made
affect physical database; ensure satisfactory database
performance.
Establish physical database parameters; code database descriptions
and specify identifiers of database to database management
system.
Develop and maintain database driven websites.
Determine and execute the most appropriate method for failed
database recovery.
Calculate optimum values for database parameters, such as the
amount of computer memory to be used by the database.
Specify user access levels for each segment of one or more data
items; specify which users can access databases and what data can
be accessed.
Test and correct errors and refine changes to database; enter codes
to create production database; select and enter codes of utility
program to monitor database performance such as the distribution of
records and amount of available memory.
Design and implement mechanisms that will allow for inter-database
communications.
Confer with coworkers to determine impact of database changes on
other systems and staff; modify database programs to increase
processing performance.
Respond to questions and inquiries from end users; provide database
training and assist programmers and analysts in making changes to
the database management system.
Manage web-based database reporting system.
Perform related duties as required.
Minimum Qualifications
The following generally describes the knowledge and ability
required to enter the job and/or be learned within a short period
of time in order to successfully perform the assigned duties.
Knowledge of:
Principles and practices of database administration and
management.
Theories and applications of computer science and information
systems.
Methods and techniques of systems analysis, database design, and
database-driven web development.
Principles and practices of computer programming.
Methods and techniques used in the installation, troubleshooting
and maintenance of information systems.
Operational characteristics of various computer programs, networks,
software packages and programming languages.
Pertinent federal, state and local laws, codes and regulations.
Ability to:
Analyze user requirements to automate processing or improve
existing computer systems.
Conceptualize and implement highly complex database designs.
Prepare detailed descriptions of user needs and steps required to
develop or modify computer programs. Adapt to changing technologies
and learn functionality of new equipment and systems.
Maintain a detailed database dictionary.
Review network and computer systems capabilities to determine if
requested applications or application change is possible.
Evaluate existing information processing systems to determine
effectiveness.
Plan and prepare technical reports and instructional manuals.
Upgrade databases and correct errors to maintain database after
implementation.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform
the assigned duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those
contacted in the course of work.
Education and Experience Guidelines - Any combination of education
and experience that would likely provide the required knowledge and
abilities is qualifying. A typical way to obtain the knowledge and
abilities would be:
Education/Training:
A Bachelor's degree from an accredited college or university with
major course work in computer science, information systems or a
related field.
Experience:
Three years of increasingly responsible systems analysis experience
in relational database design and application.
