information).*****Responsibilities**+ In association with the
District Manager, the incumbent serves as the principal advisor to
the State Director on activities of the District Office.+ Applying
the policies/programs of the Department of the Interior in the
management of multiple-use programs on the public lands which
includes stressing results by formulating strategic program plans
that assess policy/program feasibility.+ Establishing/enhancing
working relationships/alliances within the district organizational
structure as well as with others outside of the district office (
BLM Districts and federal agencies, public organizations, Tribes,
State/local governments).+ Responsible for the
acquisition/administration of the
human/financial/material/information resources necessary for
district operation in a manner which instills public trust,
accomplishes the mission, and new technology to enhance decision

Qualifications**In order to be rated as qualified for this
position, we must be able to determine that you meet the
qualification requirements - please be sure to include this

experience. **For GS-13:** One year of specialized experience,
equivalent to at least the next lower grade (GS-12) in Federal
service. Specialized experience is further defined as demonstrated
experience in workforce and strategic planning, identifying issues,
resolving conflicts, and negotiating solutions. Oversight
responsibilities for administrative and financial management
functions, as well as managing or supervising a variety of
different program areas, such as resource management, budget, or
human resource functions. Experience refers to paid and unpaid
experience, including volunteer work done through National Service
programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religious; spiritual;
community, student, social). Volunteer work helps build critical
competencies, knowledge, and skills and can provide valuable
training and experience that translates directly to paid
employment. You will receive credit for all qualifying experience,
including volunteer experience. There is no substitution of
education for experience at the GS-13 grade level. You must meet
all qualification requirements within 30 days of the closing date
of the announcement. Federal employees in the competitive service
are also subject to the Time-In-Grade requirement in accordance
with 5 CFR 300.604. If you are a current Federal employee in the
General Schedule (GS) pay plan and applying for a promotion
opportunity, you must have completed a minimum of 52 weeks at the
next lower grade level. **Physical Demands:** Normally works in an
office setting, with occasionally strenuous duty and normal field
duty associated with resources work. Work may be conducted under
widely adverse conditions such as severe winter temperatures and
summers that are extremely hot and dry. May be required to walk
into roadless areas or otherwise negotiate areas inaccessible to
vehicular travel. Other methods of travel may include all-terrain
vehicles, aircraft, or horseback. **Work Environment:** Most work
is performed in the office in close proximity to fellow workers.
Fieldwork may include walking or driving motor vehicles over rough
terrain in remote areas. Abnormal stress situations may also occur
involving completion of work to meet short deadlines.
**Education**This position falls under the group coverage
qualification standards for Administrative and Management positions
there is no Individual Occupation Requirement for this position.
There is no substitution of education for experience at this grade

Incentive:** This position is offering a Relocation/Recruitment
Incentive, 20% of the annual salary. To be eligible for a
Relocation Incentive, you must be a current Federal Employee and
the selectee must be employed with the Federal Government and the
selectees current duty location is more than 50 miles from the duty
location of this position. To be eligible for a Recruitment
Incentive, selectee must not be employed by the Federal Government.
**The official worksite for the selectee is the duty station
identified in this vacancy announcement.** The selectee will
typically report to this duty location on a regular and recurring
weekly basis. The selectee may be allowed to telework with
