CDM Smith is pursuing a Civil Engineer 4 (Program Management) to join our established team of accomplished professionals. Project management experience in vertical construction and transportation infrastructure is highly desired. As a member of our team, this individual will provide technical expertise to the firm, and leadership to a staff of construction representatives and project support staff. The individual will plan, direct, and coordinate construction projects ranging from large multi-discipline projects to moderately complex. This member may also serve in a client-facing work and act as an Owner's representative or liaison for multiple projects.

- Under direction from the Program Manager, provide task management and direction of the CDM Smith team including sub-consultants and contractors.
- Working with the program manager to contribute to developing program standards for client organizations.
- Support the Program Manager to develop contract and amendment language. Advising project teams and assisting Client Service Leaders in negotiation of contracts and amendments.
- Ensuring adherence to strategic direction and framework of the client's program.
- Adhering to discipline, quality, and health- and- safety standards.
- Providing guidance and expertise to field teams.
- Providing leadership and assisting with identifying cost-effective ways to procure new services.
- Supports proposal development and proposal managers by developing budget, scope, and schedules for proposals.
- Effectively cooperating, communicating, and collaborating with all stakeholders.
- Under direction from the Program Manager, provide regular technical and financial reporting to the client, funding, and regulatory agencies, and to CDM Smith internally.
- Supporting the Program Manager to develop program standards (program controls and systems, procurement, permitting, cost estimating, document management, and risk management).
- Work with the Program Management team overseeing design and construction.
- Coordinating with lead practitioners, quality managers, and key technical specialists.
- Identifying project, program management, construction management and/or design-build opportunities with existing clients that may lead to other opportunities for CDM Smith.

Minimum Qualifications
- Bachelor's degree in Civil, Environmental, or Mechanical Engineering or related discipline. Certification as an Engineer in Training (EIT) or passing the Fundamentals of Engineering (FE) exam in states where an EIT is not obtainable (within 18 months of hire or promotion or transfer).
- 5 years of related experience.
- Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

Preferred Qualifications
- Minimum of 4 years' experience with vertical construction and/or transportation infrastructure.
