DIRECTOR--WESTERN NEVADA REGIONAL YOUTH CENTERFULL-TIME POSITIONSILVER SPRINGSWNRYC is currently accepting applications for a full-time Director in Silver Springs Nevada.----WNRYC is a youth treatment program that is short term, staff secure, high impact, goal focusedand multi-disciplinary. The program's general focus is towards early intervention, assessment, and treatment in Churchill County, Douglas County, Lyon County, Carson County and Storey County.The Director of WNRYC is responsible for day-to-day administration of the facility and plans, develops, directs, coordinates, participates and evaluates programs and services provided by the Center.This position requires:Bachelor's degree in Family Therapy, Human Services, Counseling, Psychology, Sociology or a closely related field.--Minimum five (5) years of experience in substance-abuse counseling, mental-health treatment, youth services programming, and/or a closely related field.Minimum five (5) years of leadership experience, including experience with budget management, grants administration, and supervising personnel.The ability to pass a criminal background investigation including a fingerprint check and check of the Child Abuse registry.-- Must pass a pre-employment laboratory screening for illegal substances and subject to the Lyon County's random drug testing policy.Valid State of Nevada Driver's license (or the ability to obtain one).Salary$98,025.23 - $138,507.08/Annual (Employee/Employer PERS)$85,000.00 - $120.102.77/Annual (Employer PERS)Closes: Friday, June 12, 2020EOE/ADASummary:----The WNRYC Director shall provide executive management and direction over the activities, programs, projects and outreach of WNRYC. This position is under the direction of the Western Nevada Regional Youth Center's (WNRYC) Executive Board and its Operations and Technical Committee (OTC).Distinguishing Characteristics:-- This is a Chief Executive position with the discretion to exercise administrative and managerial authority in accordance with applicable policies, procedures and Board approvals. This is an "at-will" position serving at the pleasure of the Executive Board.--Essential Job Functions:----Performance of these functions is the reason the job exists.-- Assigned job tasks/duties are not limited to the essential functions.-- Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.With the assistance of key staff, plans, develops, directs, coordinates, participates and evaluates programs and services provided by the Western Nevada Regional Youth Center.Submits an annual budget to the OTC and Executive Board for final approval, manages fiscal activities by preparing and administering the WNRYC budget; writes grants; controls and authorizes expenditures and ensures expenditures do not exceed the approved budget.Works closely with and makes recommendations to the OTC and Executive Board regarding key strategic and operational issues.Recruits, selects, trains, supervises, assigns, evaluates and guides subordinate employees.Ensures compliance through enforcement of local, state and federal laws, and compliance to regulations, policies and procedures.Establishes program goals, objectives, policies and procedures; evaluates operational effectiveness and efficiency.Directs a variety of administrative activities, including employee scheduling, payroll reporting, and report processing.Monitors proposed new or modified state legislation affecting juvenile justice; provides legislative testimony as required.Confers, partners with and advises the Chief Juvenile Probation Officers of each participating county on program strategy and issues and seeks prior approval for budget expenditures outside the approved budget.Ensures the programs at WNRYC serve their intended purpose of efficiently and effectively helping juveniles manage drug and alcohol dependency, and preventing recidivism of drug/alcohol offenses.Required knowledge, skills and abilities:Knowledge of concepts and practices relating to managing a youth drug/alcohol counseling program.Knowledge of concepts relating to adolescent development and adolescent substance abuse.Knowledge of requirements for compliance with WNRYC's licensure, grants, and applicable laws and regulations.Knowledge of supervisory principles, practices and methods, including hiring, performance management, scheduling, training, focal reviews and facilities oversight.Knowledge of budget preparation and administration.Knowledge of grant acquisition and administration.Knowledge of juvenile justice and court systems.Knowledge of the principles of applied psychology and currently accepted theories and ideas regarding the cause, prevention and control of delinquency and crime.Ability to coordinate staff and activities with clear communication and decisive leadership.Ability to inspire others using encouragement and empowerment; ability to maintain a positive team spirit within the organization.Ability to focus on details and/or individual cases without losing sight of the "big picture;" ability to anticipate problems and formulate potential solutions.--Ability to communicate clearly and efficiently, verbally and in writing.Ability to actively listen to and, as appropriate, incorporate the feedback of others; ability to see the perspectives of others.Ability to adapt to the needs of a dynamic organization.Strong organizational skills.Skill in building effective working relationships with clients, families, employees, the communities WNRYC serves, and all other internal and external stakeholders.Skill in operating a personal computer and software applications.Education and Experience:--Successful candidates must have the qualifications below, or an equivalent combination of education, training, and experience.Bachelor's degree in Family Therapy, Human Services, Counseling, Psychology, Sociology or a closely related field.--Minimum five (5) years of experience in substance-abuse counseling, mental-health treatment, youth services programming, and/or a closely related field.Minimum five (5) years of leadership experience, including experience with budget management, grants administration, and supervising personnel.The ability to pass a criminal background investigation including a fingerprint check and check of the Child Abuse registry.-- Must pass a pre-employment laboratory screening for illegal substances and subject to the Lyon County's random drug testing policy.Valid State of Nevada Driver's license (or the ability to obtain one).Environmental Factors and Conditions/Physical Requirements:Work is performed primarily in an office and classroom environment.Must be able to sit, stoop, climb and participate in recreational activities with youth.Must be able to work within an environment subject to physical harm such as physical attacks.Must be knowledgeable in safety and biohazard.
